Operation Paragon is Lancaster Police’s ongoing response to anti-social behaviour associated with street drinking within Lancaster city centre. It is delivered through a coordinated partnership approach involving Lancashire Constabulary, Lancaster City Council, and Lancaster BID.
A small number of individuals who engage in street drinking are being robustly targeted due to their continued involvement in anti-social behaviour and associated criminality. One such individual is Patrick WALLACE.
I can now share with you that Patrick WALLACE was found guilty at Lancaster Magistrates Court on Thursday 14th May 2026 for shoplifting and using threatening behaviour with intent to cause fear of violence on Monday 13th April 2026 on Market Square, Lancaster. The courts heard that at around midday WALLACE entered a city centre supermarket and stole a bottle of vodka. WALLACE then went onto Market Square and began drinking the vodka, becoming intoxicated. Local Neighbourhood Officers have come across WALLACE and challenged him for drinking which he is prohibited from doing so to which WALLACE has then threatened violence towards the officers.
WALLACE was given a 12 week custodial sentence for the theft and the threat of violence and was given a further 14 weeks custodial sentence to run consecutively for committing offences whilst already on a suspended sentence.
Lancaster Police will continue to take robust and proactive action against the small number of individuals responsible for anti-social behaviour within the city centre. A number of those involved have been issued with Community Protection Notices, placing clear restrictions on their conduct. Breaches of these notices will not be tolerated and offenders are regularly brought before the courts to be held accountable for their actions.
